What the regulatory detailed planning do is to put forward concreat stipulations and demands for urban construction so as to play an immediate control role in the course of planning enforcement baised on the overall planning. However, with the high-speed development in urban constrution and gradually appearing of much unexpected problem, the rationalization and authoritativeness of the existing regulatory detailed planning for the city district of GuiYang has been rigorously challenged.this article takes the regulatory detailed planning for the city district of GuiYang for example,and the paper puts forword some proposal and contermeasure by analyzing the main problem in its process of management and by comparing among the internal and the external planing. Firstly, as to the limitation to the existing planning itself the paper study the indexs system and the classification of land use by raising new methods of planning and enhancing the elasticity of planning. Second, in order to resolve the problem that there are not sufficient lawful support and public participation the article suggests that the ralated law and measure should be revised and being perfect and should increase channel for public participation.
