Research On The Index System Of Social Capital Risk Of PPP Projects From The Perspective Of Government

In recent years,with the rapid development of China's economy and the advance of new-type urbanization,China's urbanization process continues to accelerate,and the consequent investment demand of city infrastructure and public service projects is increasing.In this context,PPP mode is been promoting by the government in order to reduce financial burden and to improve the social service.Because of the introduction of PPP mode in China for a short time and immature application of infrastructure and public services,many problems exist.The most important reason is that the government cannot effectively manage the risk of it's bringing PPP projects social capital,weak consciousness when the government faces social capital risk under PPP mode and there is still no risk warning and corresponding measures.Therefore,it is great significant for ensuring the success of PPP projects and achieving the expected goal to research and analyze on the risk of government's bringing social capital so as to build a comprehensive and systematic risk index system to improve the government's risk management of PPP projects.This paper is from the perspective of government,combining literature research with practical case studies,and through theoretical analysis,starting from the two aspects which are the abilities and behaviors of social capital,identified the possible risk of social capital in the PPP projects,and built the social capital risk index of PPP projects based on the perspective of government,screened a total of 15 risk indicators by means of questionnaire survey,mean test and variance analysis.And on the basis,the factor analysis was used to reduce the dimension of the risk index,divided them into 4 categories and completed the risk index system,and in the end,obtained the effective weight of each index and the ranking of importance.Finally,this paper discussed how to effectively prevent and control the risks of social capital according to the weight of each index and the ranking of importance,so as to advance some corresponding measures and advices for the government when face the risk of social capital of PPP projects.Through this research,this paper provides the ideas and methods of the risk management of PPP projects for the government,contributes to the government to determine social capital risk quickly and accurately under PPP mode,to take appropriate risk prevention measures and to improve the government management standard of social capital risk of PPP projects.So,it can ensure the success of PPP projects in a certain extent.
