Study On Bidding Strategy Of Highway Complex Project In Guangdong Province

Highway construction industry is one of the pillar industries of national economy,which is the basis of the rapid development of China.Since the 1980 s,with the gradual establishment and improvement of China's socialist market economic system,public bidding and tendering system is gradually established.During the recent 30 years,public bidding and tendering system has gradually become sound,and the same goes to highway engineering.The diversification in highway projects is the cause of many highway complex projects.The complexity of this kind of projects and the particularity of the project bidding make new requirements for the construction enterprises.Whether highway construction enterprises can successfully win the bidding for complex highway projects will directly affect its sustainable development.Therefore,the highway construction enterprises are encountered with increasingly fierce social competition.Guangdong Province is located in the coastal areas of southern China's mainland.The rapid economic development requires demanding transport infrastructure construction,which also have a strategic effect on transport planning both in Guangdong Province and the whole nation.To win from bidding of complex projects in Guangdong province,what strategy shall be taken deserves deep thoughts of every single highway construction enterprises.Therefore,analysis on bidding strategy of highway complex projects in aspects of whether the enterprises will bid on highway complex projects in Guangdong Province and what pricing strategy shall be taken in is of great theoretical and practical value.Based on the relevant literature at home and abroad,this paper expounds the relevant theoretical knowledge on highway engineering bidding.It not only defines the meaning of highway complex project and explains its characteristics and complexity,but also analyzes the particularity of highway complex project bidding in Guangdong Province.In order to further study the bidding strategy of complex highway project in Guangdong Province,this paper takes contractJ16 under Chaohui Expressway in Guangdong Province for example and analyzes the bidding strategy of Guangdong Changda Highway Engineering Co.Ltd.from the perspective of construction enterprise.The bidding strategy includes the following: i)using improved SWOT analysis method to analyze the tender opportunities and therefore make tender decisions;ii)according to tender intention,choosing a pricing strategy,and make the offer of contractTJ16 in accordance with this strategy;iii)in combination with contract negotiation strategy,to ensure construction enterprise's profit by pointing out doubtful provision in the contract and strive to perfect the terms of the contract.With a view to the above example,this paper may provide an effective reference for the highway construction enterprises bidding in highway complex projects.
