A Comparison Study On Decision-making System Of Transportation Planning Of China And UK

The science of transportation planning decision plays an important role in the implementation and implementation of the project.Therefore,this paper focuses on the traffic planning decision,and summarizes the development process and the current situation of the decision-making system.Then on the basis of numbers of case study about transportation planning,the paper analyzes the current transportation situation and problems in China from four perspectives of decision maker,environment,process and system,selects the typical problems from them,and analyzes the reason.Basing on the analysis of the typical cases,the paper puts forward some suggestions for improving the urban transportation planning decision system.In the paper,the comparative analysis method is used in the research process to avoid the divergence of the research,so that the paper can be carried out in-depth.The research contents are as follows:(1)Taking the actual case as the guide,the paper studies the input and output of the decision making,and transforms the problem of the urban transportation planning decision into the practical problem that can be regulated.The research studies from three perspectives of stakeholders,decision-making process and system,and has a research on what the decision making will impact the transportation planning in a complete process.The framework of the study makes the stakeholders,decision-making system,decision-making process,decision-making system and other factors are all included in the decision-making dynamic system,it can clearly analyze the mechanism of decision-making factors on tranportation planning.In addition,the paper makes an in-depth study on the public participation and expert consultation system.(2)In order to improve the effect of transportation planning,the paper puts forward some suggestions and opinions on the improvement of urban transportation planning system.According to the conclusion of the typical cases analysis,the decision-making system of urban transportation planning includes:(1)Making clear the responsibility and right of decision subject before making planning decision.(2)Strengthen the supervision of the authority.(3)Perfecting the content of the expert consultation system and detailing the expert consultation procedure,and establishing of the expert responsibility mechanism.(4)Improving the overall quality of the decision-making body,follow three principles:scientific,democratic and legal.(5)Ensure the right of public participation in the decision-making process.It is suggested that the public consultation system should be established,the effective public participation institutions should be organized,the diversified public participation mode should be adopted,and the results of public consultation should be feedback in time.
