Study On Supervision Countermeasures Of Bulk Liquid Dangerous Goods Transportation In The Yangtze River

With the rapid development of China's Yangtze River basin economy, the rapid growth of chemical and energy demand, a large number of flammable, toxic and other characteristics of dangerous chemicals continue to come out,and these dangerous goods mainly in bulk liquid dangerous goods through the Yangtze River transport to the chemical park along the route and storage base. A large number of toxic and harmful bulk liquid dangerous goods transport to the Yangtze River ecological environment and coastal residents of water safety has brought a serious threat.This paper introduces the current situation of the transportation of dangerous goods in the Yangtze River in China from the characteristics of bulk cargo liquid dangerous goods and the pollution of water bodies.This paper analyzes the problems existing in the legal regulation, the management system, the supervision mode, the efficiency, the technical means and the social enterprise participation in the management of the dangerous goods in the Yangtze River.This paper analyzes the causes of the relative lack of supervision of dangerous goods in the Yangtze River in China, and puts forward the corresponding countermeasures in the aspects of legal norms, management departments and social enterprises participation in the Yangtze River, and puts forward the corresponding countermeasures by referring to the advanced experience of western developed countries and using the theories and methods of public choice and public safety management Program to improve China's Yangtze River bulk liquid dangerous goods transport supervision system.The countermeasures and suggestions proposed in this paper include: the proposal of special legislation for the protection of the Yangtze River ecological environment and the development of the river basin economy; the improvement of the management system for the transportation of dangerous goods in the bulk of the Yangtze River; the reform of the existing regulatory model, the establishment of integrated management departments in the Yangtze River, Law enforcement and other macro countermeasures.At the same time put forward in the specific management: the proposed management departments to enhance the effectiveness of law enforcement; the use of information technology to establish a bulk liquid cargo transport supervision of large data platform, and to achieve data sharing; to play the role of social organizations to promote bulk liquid dangerous goods shipping market Benign development.
