| The transportation risk of liquid dangerous goods is very high.Both the enterprise and the regulatory department attach great importance to its transportation safety.In particular,the transportation of liquid dangerous goods on board has introduced a large number of laws and regulations to regulate the transportation behavior because of its large volume,high toxicity and higher risks such as flammability and explosion.In recent years,with the economic development,many industries have more and more demand for dangerous goods as raw materials,which also promotes the increasing transportation volume of dangerous goods in various ports,the resulting risks have increased,and more and more problems have been exposed in transportation supervision.However,at present,there are few studies on the supervision of ship borne liquid dangerous goods transportation.Therefore,the exploration and Research on transportation supervision is of great significance to reduce transportation risks.Taking Dagukou port area of Tianjin Port as an example,this paper studies the current situation of liquid dangerous goods on board transportation and management in the port area at first.From the cargo transportation statistics of Dagukou port area in recent five years,it can be seen that the cargo transportation volume is increasing year by year,resulting in increased transportation safety and regulatory pressure,and with the increase of goods,Many problems have also been exposed among the transportation supervision departments,This paper analyzes the problems in the supervision of liquid dangerous goods transportation in Dagukou port area.Using the collaborative governance theory,we could found that the main problems existing in the supervision of the port area are the lack of collaborative governance system guarantee,the failure of various regulatory departments to make overall planning for Tianjin port,the segmentation of regulatory departments,and the insufficient cooperation between law enforcement departments.Using the research methods of interview and questionnaire,we find the main reasons for the problems,such as the imperfect system of laws and regulations,the slow process of system reform,the blocked channels of coordination and communication among regulatory departments,the small and closed audience of the industry,etc.Based on the experience of dangerous goods supervision in Ningbo port,Xiamen port and some foreign ports,In terms of institutional norms,suggestions and countermeasures are put forward in six aspects: improving the system of laws and regulations,continuously optimizing the regulatory organization structure,innovating the government management concept,introducing collaborative governance mechanism,planning port layout,paying attention to technology,strengthening resources and technical support,and attracting the public to participate in transportation supervision. |
