Geographic information technology is one of the core support technologies in the management of smart city,it plays a very important role in the development of smart city management,and also promotes the development of geographic information industry.Geographic information industry output value increased from 194.42 billion Yuan in 2012 to 436 billion Yuan in 2016,with an increase of 122%.And it is expected to reach 800 billion Yuan in 2020.Many of the geographic information industry is the project system,and the success or failure of the project system not only make using of the complete set of technical solutions,but also the project process management plays a vital role.This background of this paper is based on the project of the Shenzhen Rapid Road comprehensive information acquisition project.This research focuses on the project management-cost optimization problem.The main content of this paper includes:Based on the comprehensive investigation concerning the background,this paper analyzes three vital factors influencing the cost for the integrated information acquisition project of Shenzhen Rapid Road,which include duration,cost,and quality.After the secondary decomposition,they discover eight factors that would exert an impact on the cost of a project.In order to make a comprehensive evaluation about the multi-objective problem,the AHP method is mainly applied.It could be used to solve the multi-objective control problem,establish the mathematical model of quantitative analysis,and finally regard the project duration as the key influencing factor through the comprehensive evaluation.In the meantime,this paper proposes the approach to accomplish the project in the shortest construction duration combined the CPM(critical path method)with the PERT project to ensure the duration finishing as planned,decomposition of the project process planning and process operation time,in order to optimize the early stage of the process time.Since the project management has the features of one-time,specificity,and goal uncertainty,this paper tends to make a constraint analysis for the optimization of the duration cost.The constraint conditions contain the situation of an enterprise's counterpart funds,human resource reserve,the selection of the project's technology route,etc..Due to the various sorts of constraint conditions,the theory of the project management has been used to conduct the analysis,which draws a conclusion that the selection of the technology route plays a significant role in the optimization.In order to determine the cost optimization program for different projects and compare the effect of it,this analysis confirms the importance of the technology route so as to work out several different critical paths for alternative.The problems existing in the project management and control for an enterprise need to be analyzed deeply,so the quantitative and qualitative analysis are carried out on the basis of theoretical methods such as analytic hierarchy process and plan review technology.The optimization process is conducted by the support of the theoretical data calculation;therefore,the enterprise obtains some economic benefits to a certain extent and puts the accumulated experience into guiding the pre-control in cost management,schedule management,safety management,and information management.This case study of the project management will be better applied into the social practical activity as well.
