With the rapid development of civil aviation,the airport operation scale is expanding continuously.The frequent occurrence of unconventional emergencies directly or indirectly affects the normal airport operation and becomes a major threat to the safety management.Improving the ability to deal with unconventional emergencies by using the complete conventional emergency plan system is of great significance.Under the unconventional emergencies,the effective formulation and implementation of the emergency strategies of various concurrent and secondary events can improve the efficiency of emergency rescue,shorten the rescue time,and reduce the loss and influence to the lowest.In order to improve the capability and the efficiency of civil aviation airport to deal with the concurrent events,two aspects of work have been done:(1)The reconstruction algorithm of the execution of multi-plans based on directed graph theory is designed.Firstly,the scenario is built by the factor analysis method.Then,the emergency planning process is represented by a directed graph and is stored in the adjacency matrix.After the comparison of the process similarity,the combination of processes of different stages under different scenarios is achieved by the matrix addition.Then,validity test to the matrix is done to indicate the short circuits and the loops.Finally,the reconstruction algorithm is completed by the combination of different scenarios.(2)The executive system of emergency plan based on the workflow and Java Web is established.Firstly,the organization and implementation framework of the airport emergency plan are analyzed to get the workflow model of the airport emergency plan.Then,the system function,the security and the network of the system is designed according to the actual need.Finally,detail illustrations of the implementation of the system are introduced.The effectiveness of the reconstruction algorithm is proved by the reconstruction of two airport emergency plans.The algorithm can provide the decision aid for the airport emergency management.For the plan execution system,it can solve the collaboration problem between departments and improve the rescue efficiency.The research work has certain reference significance for the formulation and implementation of the emergency plan process.
