Research On Public Participation Mechanism In Reconstruction Of Urban Shanty Area

The city is closely related to people’s life,and the urban structure carries the overall development of the city.With the urbanization process continues to accelerate,the urban structure is expanding.In order to avoid and solve these shortcomings,the center of urbanization development gradually turned to the connotation of the transformation.Therefore,the transformation of shantytowns as an important part of urban renewal,since the State Council in 2015 proposed the implementation of the "three-year plan",has gradually become a major urbanization construction of the people’s livelihood projects and development projects.In this year’s two government work report,also stressed that 2017 need to complete the 6 million shantytown housing renovation task.However,in the past,large-scale urban shantytowns were dominated by government-led,in order to speed up the change of the city as the main purpose,ignoring the transformation of the most important stakeholders-the masses.Due to the lack of relevant information disclosure in the transformation process,the public did not give the public enough right to know and participate in the transformation of the emergence of such as nail households,petition and other mass incidents,not only intensified social contradictions,but also affected the progress of the transformation,increased transformation of the invisible cost.Therefore,according to international experience,and people’s lives,interests are closely related to urban planning,large-scale construction projects and so on,need to promote the process of public participation in the project,the design of reasonable procedures to achieve full communication and information to guide the public to participate in the transformation process,urbanization construction.Firstly,the paper summarizes the relevant literatures of urban renewal,public participation and urban shantytowns transformation at home and abroad,and classifies and summarizes the state of public participation in the whole process of transformation through field investigation and interview.Analysis has been applied in practice in the public participation in empirical cases,combined with the existing situation and have been found problems.Based on the goal and orientation of public participation in urban shantytowns,the basic framework and system of public participation in the initial design are reformed from the aspects of public participation in the form of organization,public participation and key aspects and contents of public participation.Guide the public scientific and reasonable participation in the urban transformation and construction,so that the transformation of shantytowns can be carried out in an orderly manner.At the end of this paper,this paper designs the framework of public participation mechanism in the transformation of urban shantytowns in the area of Luojiawan City,which is located in Xuetianwan community of Yuzhong District,Chongqing,to guide the public to participate in the transformation of the public in a reasonable and orderly manner.The design of the mechanism can make the public legal,reasonable and effective participation in the transformation of urban shantytowns,improve the urban shantytowns to transform the public participation mechanism to improve the sustainable development of urban shantytowns capacity.
