Improving industrial green water resource efficiency is an important way to alleviate water resource shortage and water environment pollution in China.It is also the key to promote the coordinated development of industrial economic growth and water resources environment in China.In this paper,taking industry as research object,and incorporating industrial water resource utilization and water pollution emission into unified analysis framework.Firstly,from the static dimension,utilizing EBM model with characteristics of radial and non-radial model,this paper measures industrial green water resource efficiency and analyzes its regional differences in China from 2006 to 2015,and the reason for the regional disparities of industrial green water resource efficiency is investigated by the Theil index decomposition method.The contribution rate of inefficiency for each input factor is measured by the decomposition of overall industrial green water resource inefficiency from the perspective of input elements,and the potential of industrial water conservation and industrial water pollution reduction are measured according to the gap between target value and actual value of inputs.Secondly,the paper analyzes the dynamic change trend of China's industrial green water resource efficiency from the dynamic dimension using the Malmquist-Luenberger productivity index,and then it is further decomposed into the technology efficiency change index and the technology progress index to reveal the driving mechanism of efficiency improvement.Through comprehensive analysis of static efficiency and dynamic efficiency,the advantages and disadvantages of each province in the prevention and control of industrial water pollution are obtained.Finally,panel Tobit model is provided to investigate the influencing factors of China's industrial green water resource efficiency.The empirical results show that the average of industrial green water resources efficiency in China is 0.7789,and the overall level is low,indicating the large potential of industrial water conservation and industrial water pollution reduction.Significant differences in efficiency levels among different provinces and regions,showing the coastal area is superior to the inland,the eastern region is superior to the western region.The regional gap of industrial green water resource efficiency in China is widening gradually,and the internal gap is the main source of regional disparity.Among them,the inner gap of northwest region is the biggest source of regional gap.The average of China's industrial green water resources inefficiency is 0.2235.Industrial fixed assets,industrial employees,industrial water,industrial COD emissions and industrial ammonia nitrogen emissions respectively contributed 15.19%,13.67%,23.93%,23.62%and 23.60%to inefficiency.The dynamic efficiency average of China's industrial green water resources is 0.9949,which showing the downward trend of the efficiency of industrial water saving and emission reduction.Technological progress is the main driving force of the dynamic efficiency improvement,and the technical efficiency change plays a hindrance role.There exists"the Matthew Effect" in various provinces industrial green water resources efficiency,showing that the performance gap between advanced provinces and backward provinces is likely to widen.Economic development,industrial structure,technical progress,water resource endowment,opening-up level and government environmental control all have an effect on industrial green water resource efficiency in China,while these factors' influencing direction,degree and significance exist differences.In combination with the above conclusions and the present situation of China's industrial development,the countermeasures to improve the efficiency of green water resources in China's industry are put forward.Figure[8]table[13]reference[73]...
