Electric power is one of the most common forms of energy supply in today's society,with the development of economy and technology,the decision-making method of distribution network planning is facing new challenges,needs to consider the reliability and economic operation,investment returns and other factors,the study of the distribution theory and evaluation planning method to establish multi-level and multi dimension.To promote the optimal allocation of resources distribution system,to guide the planning and construction of distribution network science.According to the basic situation of Baiyin power system,combined with the development of the distribution network of silver diagnostic analysis and distribution network planning,based on the analysis of the important index set restricts the grid planning factors in Baiyin area distribution network in turn for the existence of capacity,power supply reliability,power quality,high voltage substation layout problems,the establishment of the power supply the reliability,safety,economy,adaptability evaluation model,studied the effective calculation method,and analysis,provide a theoretical basis for the design and optimization of grid in Baiyin area 110 kV and 35 kV distribution network.Improve the power grid data statistics caliber and methods,refine and quantify the selected indicators,further standardize and define the definition and statistical range of each sub index,unified calculation caliber,clear calculation method,improve accuracy and efficiency.The establishment of the theory and method of comprehensive evaluation decision combination algorithm combining the evaluation index system and evaluation of DEA AHP,on the basis of "safety,economy,reliability,adaptability and coordination of the 5 assessment indicators of DEA input and output unit,the analytic analysis and qualitative analysis method of quantitative characteristics,using data envelopment to avoid artificial weight advantage,objective evaluation,planning of power grid development in baiyin.Based on the analysis of silver "13th Five-Year" distribution network planning examples,the formulation of the "35~110" in 13 th Five-Year three grid planning were carried out comprehensive evaluation of power grid planning and optimization of baiyin.The evaluation results also verify the scientificity and effectiveness of the comprehensive evaluation method.
