Research On The Public’s Willingness And Influencing Factors In Yongchun County About Participating In The Govermance Of Taoxi River Basin

Currently,after China’s decades of sustained rapid economic growth,the sustainable development situation of resource is in constraints,the deterioration of the ecological environment has attracted more and more attention.In this cases,watershed management concerning the water conservation and ecological conservation has been focused.Theory and practice prove that watershed management,as a public affairs related to people’s well-being,not only requires the government to change the management ideas,but also calls for effective participation and cooperation of the public.Public participation is an important part of the sustainable management of the river basin,which is the only way to "good governance"from "governance" to "good governance".It’s also the aim to promote the construction of ecological civilization and practice green development.This paper selected the key national medium and small rivers in Yongchun County as the research area,analyzing the present situation of public participation in Yongchun’s largest river-Taoxi River Basin.By using the methods of investigation,descriptive statistics,multivariate linear regression analysis method and other methods,the public participation in watershed Taoxi management willingness and influencing factors are empirically analyzed.Based on the analysis survey of empirical results,it puts forward countermeasures to improve the public participation in watershed management so as to provide decision-making reference for improving governance and governance level and efficiency of county small and medium-sized River Taoxi river basin.The first chapter clarifies the purpose and significance of this study,reviews the research status at home and abroad as well as introduces the research content and ideas,research methods and technical routes,etc.;The second chapter defines the concept of "the public",the connotation of the basin and the river basin management and expounds the related contents of the theory of planned behavior,the theory of environmental quality and so on;The third chapter mainly introduces the basic situation of Yongchun County governance Taoxi River Basin,combining with the investigation results of Yongchun County,the status of public participation in the influence factors of governance willingness of Taoxi River Basin were analyzed.The analysis conclusion is that the subjective initiative of Yongchun county public participation is high and the sense of responsibility of the government is clear;inadequate participation channels and attention may occur,the evaluation on the public’s taking the government’s opinion is general;the public environmental literacy level is limited,which is reflected in the cognitive deviation existed in the watershed environmental problems,different occupation of public attitudes are different,the overall real willingness to pay is low,the effective participation behavior is quite little.The fourth chapter empirically analyzes the public intention and its influencing factors to participate in the Yongchun County watershed management through the descriptive analysis,variance analysis and multivariate linear,empirical analysis,regression analysis,finding that age,culture degree,occupation,income,population nature in the township will have a significant impact to the public participation;subjective norms and public environmental literacy level of the watershed environmental problem awareness,public attitudes and the public feel with public participation in watershed management will exert significant influence;cultural degree exert greatly willingness to participate,which can best predict the willingness to participate in the public problems;watershed cognition,subjective norm and public environment,the level of literacy will exert a significant effect on participation;The mode analysis Shows that the influence of the public behavior attitude variables on the willingness to participate is not significant.In this regard,this article believes that the reason is that when the situation is not conducive to public participation,the influence of the public’s behavior attitude will weaken.Therefore,it is important to create a good external environment,such as the practical suggestions of the public,to be absorbed into the watershed management decisions,thus making the public more involved in the channel.The fifth chapter puts forward the countermeasures and measures to better play the role of public participation in the management of small watershed at the county level.That is,firstly,enhancing the awareness of public participation and improving the ability to participate;secondly,strengthening the information disclosure system and the protection of public interests;thirdly,broadening the channels for public participation and enriching the forms;fourthly,creating a favorable external environment and establishing a sound mechanism;fifthly,cultivating non-governmental organizations and promoting common governance.
