Operational effectiveness of weapons and equipment of this assessment is an essential weapon during the demonstration part. The target of common analysis and evaluation framework is that demonstrate the application of evaluation and decision support, and the traction of that is evaluation index. The process include:index system, data preprocessing, analysis and evaluation calculation. No one of them can be given up.Then, according to the process, this paper describes a general framework for analysis and evaluation design and implementation. Analysis and evaluation methods will be implemented in practice. The basic idea is to design and implementation of evaluation process based on needs, from whole to part. It used the hierarchical structure. And that reflect the characteristic that is function expansion.Finally, in order to better achieve common analysis and assessment framework, in my design and implementation process, a number of key technical points have been used, that include the embedded database technology, plug-in extensions, and assessment of operator assembly. And the paper has discussed the reason of why they are used, and the use of methods and the results of them.
