With the fast development of our country’s economic society, the import and export trade volume is also increasing at a fast pace, bringing about overall development of the port and shipping sectors, accomodating more ships with larger loading capacity, causing heavier traffic in the port areas and adjacent waters, more complex navigation environment and higher probability of the occurance of accidents, which necessitate higher requirements for the construction of ports and fairways. The precondition of safeguarding ships’navigation safety is to study and evaluate the risks in the ships’ navigaiton environment, to take effective measures to reduce such risks, to ensure safer and smoother operation after the ports and fairways being put into use and to avoid or reduce the occurance of navigational accidents.This thesis, in the study and evaluation on the navigation safety of the70000-ton class fairway in the Shijiu Port Area of Rizhao Port, analyzes in the first place the natural conditions, port conditions, ship traffic as well as aids to navigation and anchorages etc. Secondly, study has been carried out on the planning elements of the fairway, including the scale of the fairway construction, the fairway’s water depth, effective width and intended ship types. Thirdly, analysis and verification have been conducted regarding the interaction amongst fairway project, natural environment and navigation environment; risks that affect navigation safety have been identified, including the systematic discussion of human elements, ship elements and environmental elements; based on the existing achievements of safety system theories, the safety evaluation index system has been set up with safety conditions related to human elements, ship elements and environmental elements, as the major indexes; the evaluation model on the risks of fairway navigation safety has been constructed based on the evaluation characteristics of fuzzy mathematics evaluation model, verification has been made by taking as an example the evaluation on the navigation safety of the70000-ton class fairway in the Shijiu Port Area of Rizhao Port. Finally this thesis concludes that the navigation of the70000-ton class fairway in the Shijiu Port Area of Rizhao Port is relatively safer and proposes the management of navigation safety to ensure the safety of the fairway traffic.By conducting the evaluation on the risks of the navigation safety of the70000-ton class fairway in the Shijiu Port Area of Rizhao Port, the safety risks of the navigation safety of the70000-ton class fairway in the Shijiu Port Area of Rizhao Port have been identified and found, the evaluation finds that the safety degree is relatively higher in the navigation of the70000-ton class fairway in the Shijiu Port Area of Rizhao Port, providing ground for relevant authorities to plan and take effective precautionary measures, which will bring about both practical significance and important practical value for the safe navigation of the70000-ton class fairway in the Shijiu Port Area of Rizhao Port. By strengthening and improving administration, the navigation safety of the70000-ton class fairway will be ensured.
