The improvement of the urbanization level brings more comfortable material and spiritual life to the people.However,because vegetation,soil layer is suffering sudden decline,at the same time,the sudden change of underlying surface results in urban water logging.The phenomenon of "watching the sea" occurs frequently in different regions,the negative environmental impact is gradually prominent caused by the disorderly urban development.Since April 2012,the concept of "sponge city" was first put forward,and then in April 2015,the Ministry of finance,Ministry of housing and urban construction,the Ministry of water resources identified the first batch of 16 sponge cities as the pilot city,which lasted three years,the construction of the sponge city system in China is gradually on the right track.However,how to ensure the implementation effect of sponge city construction project and evaluate the comprehensive implementation efficiency of sponge city project has become the most important part of the construction of sponge city system at the present stage.This task based on the current domestic and foreign experts and scholars' study on construction and application of the sponge city,giving a positive response to the requirements of "sponge city performance assessment and evaluation(Trial)",which is put forward in macroscopic view,focusing on the sponge community comprehensive effectiveness evaluation in Qingdao area from the grassroots.In the initial period of the research project,we detailed descript the low impact development system as the technical characteristics of penetration,interception,transportation and storage.It included the definition,design parameters and application effect of the low impact development facilities.Secondly,this paper defined the evaluation principle of comprehensive implementation effectiveness of sponge community and constructed the overall framework of evaluation system.And then we use the Delphi to screen 16 specific indicators from three aspects of "environmental benefits","social benefits"," technicalefficiency and economic benefit" reflecting the comprehensive effect of sponge community and give a detailed explanation of the index.Through the comparison and analysis of the weight analysis method,Analytic Network Process(ANP)is selected to weight the evaluation index.By combining Super Decisions software,we obtained the weight value of each index.Referring to the national,local and industrial standards,relevant literature research,expert consultation,etc.,the evaluation criteria of each index were constructed,and the grades were classified.Finally,we establish the evaluation model of comprehensive implementation efficiency of sponge community according to the Fuzzy comprehensive evaluation method,and through this model,this paper evaluated the comprehensive implementation efficiency of sponge community in an ecological park in Qingdao.In the research,we simulated and analyzed the control effect of rainfall,water quality and water quantity in the park before and after the construction of sponge garden in an ecological park in Qingdao depending on Storm Water Management Model,SWMM simulation software.The final evaluation score was 90.02,the evaluation level was grade ?,it indicated that the sponge community has a good comprehensive implementation efficiency.In addition,based on the Visual Basic language,we built the sponge community comprehensive implementation efficiency evaluation platform,and this platform programmed the process of complex mathematical operation in the comprehensive evaluation of sponge community implementation efficiency.
