Since the reform and opening up,China's urbanization construction has been accelerating,the area of impervious buildings has continued to increase,the city's water storage capacity has been significantly reduced,and a series of problems such as urban floods,rainfall runoff pollution,and shortage of fresh water resources have emerged to solve urban development and cities.The increasingly prominent contradiction between water ecology,China began the exploration of the construction of "sponge city".The sponge city construction project has the characteristics of strong public welfare,high initial investment,low return rate and long payback period.The government's fiscal revenue is difficult to support.A series of policies have been introduced to encourage the use of the PPP model to build a sponge city project to solve the funding gap.At the same time improve the efficiency of environmental governance.Due to the late start of China's sponge city construction,the comprehensive performance evaluation system of sponge city PPP project has not yet been formed.Therefore,the paper identifies the comprehensive performance evaluation index of Sponge City PPP project,constructs a fuzzy comprehensive evaluation model,conducts performance evaluation,and analyzes the existence.The problem is to propose improvement measures to improve the efficiency of the project.First,the article analyzes the basic theories such as sponge city,PPP model and comprehensive evaluation method.The PPP model is not only a new financing method,but also an innovative management model and social governance mechanism.It can help the government solve the problem of insufficient financial funds and project management experience in the construction of the sponge city.The establishment of a systematic sponge city PPP project comprehensive effectiveness evaluation system can ensure that the project achieves the expected performance level.Secondly,the article constructs the comprehensive performance evaluation index system of Sponge City PPP project.In view of the characteristics of the Sponge City PPP project,the institutions that are independent of the government,social capital,and owners,and jointly established by the three,are the main subject of evaluation,from the social,economic,technical,management,and environmental benefits.Starting from the Delphi method,we screened 24 secondary indicators,and explained each indicator in detail and selected the appropriate evaluation method.Thirdly,the paper establishes a comprehensive performance evaluation model of Sponge City PPP project by fuzzy analysis.The hierarchical structure of such projects is established by using AHP.The judgment matrix is constructed by Delphi method.The weights of the criterion layer and the index layer are determined by consistency test.The evaluation indicators are divided into qualitative indicators and quantitative indicators.The standard values are obtained from the qualitative and quantitative indicators by questionnaires and formula calculation methods,and the fuzzy membership matrix of the criterion layer is established.The fuzzy comprehensive evaluation is carried out from the internal evaluation of each criterion layer and the total evaluation of the indicator system.Finally,the article takes an example of a sponge city PPP project in Changde City as an example.On the basis of analyzing the project background and considering the water environment control measures,the fuzzy vectors of each evaluation index are constructed,the fuzzy membership function is calculated,and the comprehensive performance evaluation of the target layer and each criterion layer is carried out.The results show that the comprehensive evaluation results of the project are medium,and there is still a big gap with the excellent;in the evaluation of the criterion level,the social,technical and environmental benefits are medium to upper,while the economic and management benefits are medium to low.According to the evaluation results,the existing problems are analyzed,and countermeasures are studied from the aspects of risk distribution,facility layout,advanced technology,contract system and supervision system.
