As thermal power construction projects are both technology-intensive and capital-intensive, the construction of a thermal power plant requires massive financial,human and material resources. Once completed, they have to keep on operation for decades and will not be able to transfer to other businesses even if significant changes occurred in the objective environment and its own state. As a result, thermal power construction projects are not only put at risk during construction period, they are also largely exposed to risks during operation period due to constant changes of external conditions. Whether a power project adapted to the demands of times can be built up is the key to effective management and decision-making, for government administration departments and various investment subjects. To carry out post evaluation for thermal power project can furthermore gathers experience for future project development, construction decision-making and management and even provides theoretical basis for guiding investment orientation. Post evaluation is an indispensable link of item periodicity,and it has important significance to improve decision-making and investment performance.Referring to the theories and methods of post evaluation in stock, in this paper,the writer studied the cost and benefit, control and feedback, project dynamic management theory based on sustainable development, logical framework approach,comparative method, the principle and method of statistics, prediction, decision tree,the degree of success and index system of comprehensive evaluation method. Against features of thermal power electricity generation item, the writer tried to establish the indicator system of the post evaluation. In this paper, aim at the problem of the post evaluation for thermal power construction project, we discuss the content of the post evaluation to thermal power construction project from four aspect: economy, process,effect and sustainability. And to built index system of post evaluation for thermal power construction project based on entropy weight fuzzy theory. Combining with success evaluation theory, to discuss the specific things need to be considered when carrying out the post evaluation to thermal power construction project with entropy weight fuzzy theory. Finally, combining with the example of thermal power construction project to study the application of post evaluation and come to a conclusion.
