Research On Establishment And Empirical Analysis Of Comprehensive Evaluation Index System Of Forest City In Zhejiang Province

The Fifth Plenary Session of the 18 th Communist Party of China(CPC)Central Committee put forward “To achieve the goals of China's 13 th Five-year Plan,solve the development problems,and unleash the advantages of development,the five development concept of innovation,harmonization,green,openness and sharing must be established and implemented ”.As the green infrastructure alive in urban environment,urban forest has its ecological function of climate regulation,carbon fixation and oxygen release,water conservation,and social function of beautifying the environment,ecological culture education,along with economic function.It has been the vital support of green development and can help solve problems of urban disease resulting from rapid urbanization process due to these functions.Thus,urban forest development and forest city construction have become important contents and vivid practice of the construction of ecological civilization and beautiful China.The measurement and inspection of the level of forest city construction demand for definite standards,it was significantly necessary to build a set of scientific,systematic,and complete evaluation index system.This paper established comprehensive evaluation index system of forest city in Zhejiang Province,based on the theory and research of forest city practice and urban forest relevant evaluation,following principles of systematization,scientificalness,feasibility,independence,regionality and comparability,using methods of theoretical analysis,literature search and expert consultation.It includes 3 supporting systems,4 levels and 26 indexes in detail.The calculating method of index weight and model of index value were put forward by technical means of analytic hierarchy process,qualitative and quantitative analysis,questionnaire method and so on.The result of research on forest city evaluation of Hangzhou with established index system and calculating model showed,that the comprehensive evaluation index was 0.868,which was in the first level,the construction performed well with comprehensive benefits fully exerting.However,several issues still required to be noticed,such as per capital forest area was low,forest health was in low level,forest tourism acted low income,the monitor and management ability needed to be improved,and so on.In view of the result of evaluation and current state of urban forest,some suggestions were putforward:(1)Taking the opportunity of “Beautiful Hangzhou” action plan to integrate forest ecology,economy and culture,consolidate achievements of national forest city construction;(2)Promoting circum-Hangzhou Bay forest urban agglomeration construction for harmonious development of regional ecological civilization;(3)Exploring the PPP mode in forest tourism for the sake of forest tourism development;(4)Quickening to form great atmosphere of ecological civilization construction which included forest city,advocating environmentally-friendly life style,exerting the function of public participation;(5)Establishing and improving the organizational leadership and decision-making mechanism,strengthening diversified investment,scientific and technological innovation and management monitoring.
