Port Passenger Carrying Material Inspection And Quarantine Work Research

With further developments of economic globalization, and the growing commercial intercourse of trade, politics and culture, China is playing an increasingly important role on global economic stage.Meanwhile, the rising complexity of epidemics of entry-exitanimals threats to domestic's agricultural production, ecological environment safety and people's health security. China has made the risk of harmful biological incoming to be the focus of the national security concerns.National ports have annually intercepted huge amounts of animals and vegetable products as well as other quarantine objects from carriers of inbound and outbound passengers, constantly intercepting pest and disease outbreaks of great danger. According to incomplete statistics, 754 species of exotic organisms have invaded our country, whichcauses great harm to our country's ecological environment, agriculture and forestry production and social development.At present, China is undergoing a high-speed development period for economics and social development, therefore, the quarantine work of carried goods from port passengers shows great significance. However,facilities and technologies are limited because of funding, technology input and staff input, besides the invasive species is uncertainty and obscurity, the targeted treatment based on existing quarantine pest lists and diseasedirectories is no longer sufficient to deal withharmful biological invasion. Therefore, it becomes an inevitable trend of establishing and improving the legal system in line with international standards and trends, reinforcing risk assessment, further strengthening the port laboratory tests ,handling capacity and intensifying risk early warning, to further improve the effectiveness of development of quarantine work.Currently, the port passenger carrying quarantine work faces unprecedented developing challengesand opportunities. On the one hand,internationalepidemics are showing the outbreak situation, invasion of alien species are intensified. On the other hand, China's foreign trade is rapid development, outward-looking economic function is more important, our party and government pay more and more attention to inspection and quarantine work, especially after international biological safetybrought into "National Security 13th Five Year Plan",the Party Central Committee put forward higher demands for the work of international biological safety.To this end, it is necessary to carry out research on the entry-exit animal and plant quarantine strategies, conduct a thorough analysis of the port carrying quarantine inspection system. This paper including the United States, the United Kingdom, New Zealand and etc. to conduct comparative research fromthe aspects of basic situation,problems facing,development direction and measures tosynthetically conclude and summary out the essential features of quarantine identification work of port carrying objects with Chinese characteristics, aiming at confirming development goals in the future and enhancing the effectiveness of domestic quarantine work.
