The Implementation Effect Evaluation Of Counterpart Support In Urban And Rural Hospitals In Hebei Province

Objective This study attempts to integrate the modified McKinsey 7S analysis model into the evaluation index system of the implementation effect of the aided county hospitals in urban and rural hospitals.The TOPSIS method and the comprehensive index method are used to comprehensively analyze the urban and rural areas in 12 aided county hospitals in Hebei Province.Based on this,it puts forward suggestions to improve the partner assistance policy for urban and rural hospitals in China.And from the perspective of policy,it will provide a reference for the country to implement a health poverty alleviation strategy.Methods Through the literature research method,we systematically summarize the current domestic policy implementation process of partner assistance in urban and rural hospitals,and focus on refining the research paths and methods related to the evaluation of its implementation effects;By modifying the McKinsey 7S analysis model,an evaluation index system for the implementation effect of hospitals in aided counties was constructed;By using the Delphi method,experts can seek opinions and suggestions on the indicator system scientifically and objectively;Through the TOPSIS method and the comprehensive index method,the implementation effects of 12 aided county hospitals in Hebei Province were ranked in 2012 and 2015.We analyzed the existing problems scientifically,and proposed the development direction and improvement measures.Results(1)In 2012 and 2015,the overall ranking of the implementation effects of 12 hospitals in Hebei Province is basically the same.Although there are differences in the ranking of individual hospitals,the impact is not significant;(2)From the comparative analysis of vertical data,it can be seen that the index values of the recipient hospitals in 2015 have increased more than in 2012,indicating that since 2013,the comprehensive service capabilities of 12 aided county-level hospitals in Hebei Province have increased significantly,and the partner assistance policies have obvious effect;(3)From the horizontal data,it can be clearly seen that the assisted hospitals that have been incorporated into the county-level capacity-improving counties have the best assistance,followed by the same time being included in the county-level capacity-improving counties and the poverty-stricken counties' aided hospitals.Finally,it belongs to county hospitals in impoverished counties.This ranking result also shows a positive correlation with the ranking results of 2012 base-year data,which shows that the level of medical services in the county hospitals has a significant impact on the effectiveness of later-stage support;(4)The five major factors,namely,the input of health resources,the level of medical services,the management of hospital operations,the strategic management of hospitals,and the social benefits,are the main decisive factors influencing the implementation effect.Conclusion(1)Using the TOPSIS method and the comprehensive index method to analyze the implementation effect,from the evaluation results,there is a positive correlation.This can objectively reflect the overall change trend of the implementation effect and the extent of the effect of the help effect.Therefore,the quantitative indicator system of this study is scientific,the evaluation result is objective,and it has good operational and application value;(2)From the perspective of health administrative management,it is necessary to optimize the allocation of medical and health resources in the region,and establish a vertical integration model of medical service systems,form a support mechanism to stimulate the development of assisted county-level hospitals;(3)At the hospital strategic management level,the aided county hospital should form a benefit community,a development community,a responsibility community,and a management community with its supporting hospitals to form a long-term mechanism for cooperation;(4)From the perspective of hospital management,the recipient county hospitals should strengthen cooperation and exchanges,pay attention to the connotation construction,and gradually improve the counterpart support management system and operation mechanism;(5)From the perspective of hospital human resources management,recipient county hospitals can explore the reform of the personnel remuneration system.Find out the talent introduction and protection mechanisms that are suitable for the development of this hospital,folly mobilize the enthusiasm of the front-line staff,and lay a strong foundation for talents to accelerate the development of the hospital.
