As“Mandarin Fever”continues to heat up in recent years, the Confucius Institute has increased so rapidly recently that the mandarin teacher oversea increases in demand. This article which is under the background of rapid development of the overseas Confucius institutes, with the experience of the author teaching mandarin in the Philippines, combined with the researches of the Chinese education in the Philippines, Chinese teacher training, southeast Asian Chinese teachers present situation of related research, and the related research of overseas Confucius institute teacher training analyzes the difficulties and causes of the local teacher training in the Philippines and gives the concrete measures. Research methods mainly include information search, interview investigation and classroom observation. This paper includes five chapters. The first chapter introduces the overseas development of the Confucius institute, the support from the national office Hanban, the author believes that the long-term stable development of the undertaking of overseas Chinese must depend on the continuous training of local teachers. The second chapter sums up the current Chinese teaching in the Philippines, including the Philippines education system reform, the foundation of Chinese mandarin entering to the public school in the Philippines. The third part introduces the two types of five kinds of forms given by present situation of local teacher training in the Philippines. Two types means short-term and long-term training, five kinds of forms that is a short summer training, local colleges and universities teaching workshops, going to universities in China to attend "immersion" mandarin class, follow through, and observing class. The fourth chapter, studies the main difficulties found in local teacher training, which is included constitute instability, heavy teaching task, development prospects of local Chinese teachers and then the author analyzes the causes of these difficulties from three aspects, the proficiency of local Chinese teachers, the teaching environment and the social support. The fifth chapter the author brings up countermeasures to the difficulties found in the present situation of training.In this part, the study mainly aims at the main stream schools of local Chines teacher training condition, the paper takes the three schools of public high schools in Manila for example, the relevant data may not represent all the mainstream schools of Chinese language teaching in the Philippines, so the insufficient of data may influence the result of the study, but the author hopes this article can still provide some basis and reference of the studying of local teachers training in the mainstream schools in the Philippines.
