The source text is excerpted from a report called Decarbonizing Development: Three Steps to a Zero-Carbon Future, which was written by World Bank staffs and was published on its website in June, 2015. This translation project chooses the overview part which states that stabilizing climate change needs to reduce net emissions of carbon dioxide to zero. And three principles are proposed to guide all countries in their efforts to create a zero-carbon future. The first step is to plan ahead with an eye on the end of the goal; the second step is going beyond carbon price with a policy package triggering changes in investment patterns, technology, and behaviors; the third step is to protect poor people and avoid concentrated losses. These principles provide important guidance for China's decarbonizing development. This translation project employs Skopos Theory as its theoretical basis with a core concept that translation purpose decides translation strategies. The source text is a kind of informative text. Therefore, the main purpose for the translation is to deliver accurate information to target readers in line with the target language expression.The translation report consists of four chapters. Chapter one is introduction, which describes the project background, project objectives, project significance and project structures; chapter two includes the theoretical background and the brief introduction to the source text; chapter three presents the translation difficulties and solutions; chapter four is conclusion focusing on the lessons gained from the translation project and the problems to be solved.
