This is a translation project report. The actual source texts are Chapter 3 Strategic Management of Cities and Chapter 4 City Partnerships and Networks from Cities in the Global Economy. These two chapters introduce the basic concept of city management and city partnerships, comprising a thorough analysis and understanding of the present situation of the city, the identification of future trends and the development of a vision and a promising, long-term strategy in order to exploit future opportunities and tackle potential threats to the city.Functional equivalence theory is the theoretical guidance of this translation project. This theory supports that translating means using the most appropriate, natural and equivalent words to reproduce the source text, and it focuses on the functional equivalence between two languages rather than rigid word-to-word equivalence so as to equalize the reader's understanding of the translated version with that of the original reader to the original text. As non literary translation, the purpose of this thesis is to pass on information and promote culture exchanges between China and abroad. After the translation, the translator deeply realizes the difficulty of translating this sort of source text. The translator not only needs to ensure the accuracy of choosing words, but also needs to pay attention to different ways of expression, which can makes audience get the same experience as in the source. The translator must have solid foundation and language transformation ability, and combine translation theory with strategies, to improve translation capacity. Therefore, in the process of translation, the translator always accords to Nida's functional equivalence theory to solve long sentence problem with methods of conversion, inversion, negation, division, etc.. The translator deeply realizes the guiding role of Nida's functional equivalence theory to the translation project.
