This is an English-Chinese practice report. The original report is a budget report of education on CBO(Congressional Budget Office) official website. With a topic of Options to Change Interest Rates and Other Terms on Student Loans, it's mainly about the budgetary effect of changing interest rates on different types of loans. This translation task is commissioned by Harbin YuTang Translation Service Co.,Ltd. I hope the translation of this report can be provided as a reference to the translation of related texts in the future.The report is divided into four parts, the introduction of the translation task, the description of the task procedure, case analysis of the translation,and the summary and reflection after the translation. The key points of report is the second and the third part. I will introduce a full analysis of the report and the preparation of terminology before the translation, and I will use theories and skills to deal with problems at all levels about words, sentences, texts during the translation practice. Because of the limitation of knowledge and experience, please show me your forgiveness and valuable suggestions if there are deficiencies.The translation of the report is a precious experience of myself. I accumulate a lot of practical experience of translation. With a principle of authenticity, objectivity, and accuracy, I strive to convey the original meaning of the report to general readers without mistakes. Meanwhile, I hope the report is valuable for the reference of the translation in this field after years, and that is the purpose and significance of this report.
