This paper discusses the regulation and implementation of conferring honors system of Ming dynasty. In terms of the regulation, the government made many rules that how to get rewarding,as well as the principles and some prohibitive regulations. In the process of implementing the rules, four steps have been formed which are reporting, prospecting, approving and implementing. During the implementation, aiming at kind actions, like loyalty, filial, chastity and righteousness, the government has adopted some incentive measures, such as remit, award, building monuments, benefiting from ancestors and so forth, which has inspired people and maintained stability. The system of Rewarding Excellent Officers, which is the same as the Conferring Honors System, has been given a new function which is rewarding and honoring capable and virtuous personage.The research of it is the innovation point in this paper. Of course, there are many shortcomings in the process of implementing the Conferring Honors System, which causes many negative effects such as forging, corrupting, standing aloof from the masses, etcetera.
