Chinese characters are a living fossil of Chinese traditional culture, which determines Chinese nation's way of thinking, customs, aesthetics, etc. The sound, form, meaning of characters in total have specific structural features. Radical indexing system for characters distinguishes them by meaning; As the Chinese characters are the carriers of cultural information, the radical "Water" (?) being one of the important radicals has even more abundant cultural connotations; "The table of the most used Chinese characters" contains 181 characters with "Water" (?) radical and it's divided by literal meaning into two large categories related to nature and human life, contains many levels of cultural meanings relating to all aspects of social life:it embodies the Chinese nation's development and utilization of water resources, active management of water-related disasters, hydraulic engineering constructions and other achievements; reflects the origin of code of conduct and spiritual content of later generation, bears the meaning of "using softness to conquer strength", represents yin and yang philosophical ideas, demonstrates the purification of mind through purification of body, explains core meaning of legal culture's fairness and impartiality, implies aesthetic of traditional thought of Chinese, represents people's national identity, views on life and pursuit of emotions. According to "The table of the most used Chinese characters", radical "Water" (?) traces back to the origins of characters culture and at the same time carries forward the traditional Chinese culture providing new ideas.This paper is divided into four parts:The first part introduces the background, research status, development trend, methods, purpose and meaning; the second part is the overview of the culture of Chinese characters; defines basis of application and the significance of the culture of Character in the Teaching of Chinese as a Foreign Language; In the third part, Chinese characters in the radical of water (?) were counted as a sample for the analyzing of its cultural application in the Teaching of Chinese as a Foreign Language; part ? discusses the Feasibility and Specific application of Chinese Character and its culture in the Teaching of Chinese as a Foreign Language about characters and vocabularies.
