Ethic Research On Contemporary Land Planning In China

On this land of motherland, the national economy, the social life, the urban construction, the land utilization etc. of our country have obtained huge achievements through more than thirty years of development after the reform and opening-up policy. The development of economic construction cannot leave the support of land resources. However, during the land planning and utilization process, some political, economic and social problems have been brought about, and some ethic anomies also exist between areas, groups and generations as well as the ecological environment. Being one of the largest developing countries, how to reasonably and scientifically utilize the land planning to push strategic transformation, promote ecological harmony and realize sustainable development is a great strategic problem of constructing Beautiful China to realize “Chinese Dream”.The first part of the article sets out from the concept of land planning in our country currently and carries out ethic review.It briefly looks back the basic situations on the land planning since the establishment of the nation by taking the reform and open-up policy as the time node.It analyzes man-earth relationship and concludes four value dimensions of ecological value, aesthetic value, economic value, ethic value for the land. While it performs analysis on the main responsible body of the land and confirms government as the first main responsible body of the land planning, it draws the conclusion from social property that citizens should also be participants of the land planning.In the second part of the article, it takes ethic considerations for anomies of the land planning in our country currently. Firstly, it carries out analysis on the concept that “it is uppermost to increase economic value” in the planning, then it obtains the land planning concept of “taking economic benefits as the center”, and it obtains three problems on ethic anomies in the aspect that the abnormal “land finance” income of a local government and over-fast appreciation of the land affect life quality of people. Then it performs analysis from the aspect of structural imbalance, and it got the existing problems of affecting food safety by rapid reduction of cultivated land and influencing sound development of economy by over-expansion of constructional land. Thirdly, it carries out analysis on the basis for imbalance development of group economic areas, and it mainly has the problems in three aspects of existing land-lost farmers who are vulnerable groups, production of beneficial land groups, and imbalance development between the central and western areas as well as between the urban and rural areas. Finally, it carries out analysis in the aspect of sustainable development, and it obtains the problems of ecological and cultural inheritance as well as generation crisis etc. It performs ethic introspection on anomies of the land planning. First, it is anomie of the governmental main responsible body, which is shown in the aspects of self-interest, economy and achievements in his official career of the governmental land planning. Second, it is imbalance between instrumental rationality and value rationality as well as over-expansion on instrumental rationality and reduction on value rationality. Third, it is absence on responsibility consciousness of citizens, which is mainly shown in the aspect of absence on consciousnesses of right and saving. Fourth, it is imbalance of land benefit distribution. Fifth, it is absence of ecological and generation caring.In the third part of the article,it carries out ethic construction on the land planning in our country currently. It firstly defines four principles of the land planning: fairness, sustainability, precaution and consensus. Then it discusses the ethic construction measures of the land planning in the two aspects of establishing ethic concept on land planning value of interior doers and constructing the constraint system for the ethic system of land planning in the external environment.
