Hydropower Engineering Ethics And Risk Aversion Problem Research

At present,our country is facing the shortage of resources,environmental pollution and ecological degradation.Environmental problem is increasingly outstanding.The construction of hydropower project had made great contribution to the development of economy,but at the meantime,it also brought lots of problems: such as immigrants,ecological destruction,the hidden danger of earthquake and many other ethical issues.According to the current situation in our country,we know that the dilemma we are facing is not the problem of development or protection but how we find an appropriate balance between them.This paper analysis the conflict and ethics defence caused by the stakeholder on hydropower and try to establish rules of conduct and moral so to fit the requirement of long-term development of human benefit.In this paper,the first part mainly reveals the ethics problems during the construction of hydropower from four aspects: the serious damage to ecological;making the residents lost their original happiness and the feeling of belonging;the damage to the culture heritage;the conflict among different stakeholder.The second part has done a deep and detail analysis to the causes caused by the construction of hydropower.The view of ethics doesn't keep up with economic development,hysteresis of engineering ethics,deficiency of view on macro-engineering and the shield of consciousness about science and technology ethic,all these can cause the ethic issues.The third part demonstrates that the practice of hydropower engineering should be done under what kind of basic principle guiding.The practices of hydropower engineering have put forward various kinds of practical problems need to build specific ethical principles for guidance.But there are different conditions in different nations,so it is impossible to create a universal and effective engineering ethics principle.Every country should build a effective engineering ethic rules.It calls a view of macro-engineering for scholars combined with history,culture of his own country,treat the project as a complicate system effected by lots of elements.So the principles we are discussing may not absolutely right,it will have practical significance only if we place it in the realistic context.According to the actual conditions in China,the author believes that our hydropower project should follow these principles: the principle of respecting nature;the principle of distribution should adhere to fairness;the principle of not doing harm to the natural and culture heritage,and “not doing harm to ” is relative not do.The last part demonstrated the risk existed in the project and the possible to avoid them.Through the analysis above,the author concludes that the risks in the practice of hydropower projection are: political element that can bring public welfare,potential danger and the passive influence to government caused by unreasonable site selection;culture element that bring the loss of the culture research data and the culture diversity;ecology element that the ethical danger of losing the culture diversity.The author believes that we should look for possible ways to avoid these.There is no absolutely right theory to follow in the reality.First of all it is not a pure theoretical knowledge,so we can't work out an effective code of conduct,then put them in a specific context.There are so many differences in the world,all these difference to some extent will affect the ethic theory,some of them even play a decisive role.So it is multifarious path to avoid the risk,just to grope in the practice.The engineering ethics is a crossed disciplines between engineering and ethics,Its focus is not to build a complete theoretical system but to discuss and solve the ethical problems in engineering practice.This paper does some analysis on the negative influence brought by the Hydropower projection in order to rouse public consciousness and pay more attention to their own destiny of human so that do some reflections on the purpose of their action.Since the reform,China has become the world's superpower engineering,however,the development of engineering ethics in China is less than 20 years.It is new,it needs to consummate with the help of scholars.
