Chinese education in Philippines has more than 110 years of history, it has been through a rough time during the Philippinalization impact of education. There are still some problems which have to be resolve even though it has been improved a lot by the Filipino-Chinese community, especially the improvement of the standard of Chinese language teachers. In the meantime, the Chinese volunteer teachers project of Chinese Hanban are going through a bad time in Philippines, Chinese schools in the Philippines can not relay on them any more, therefore the task of developing local Chinese language teachers is extremely urgent, and the standard of Chinese language teachers as well. Confucius Institute Headquarters (Hanban) publish "The standard of international Chinese teachers" in Dec.2012, which is repaired on the 2007 version standard. And organized "A Notification of Organizing'International Chinese Language Teachers Certificate' Exam". It supplied an opportunity of development of Chinese Education in Filipino Chinese schools. This article analyzed the examination for two years and try to figure out the emphasis and key points of being a good International Chinese Language teacher. And also compared it with the International recognized of the highest standards of second language teachers, analyze the feasibility and insufficient of'The Standard of International Chinese Language Teachers', and to find out how will it work better in Philippines. A survey about the local Chinese teachers in Chinese private schools in Metro Manila, analyze how to develop and improve the level of local Chinese teachers in Philippines according to 'The Standard of International Chinese Teachers'.
