Since early 1980s, after implementation of China's reform and re-open up for 30 years, the political environment, economics and culture all improved completely. It brings very good environment to speed up educational business development. Meanwhile, the government implemented all kinds of policies to support non-government funded education which boosted the market. Besides it, parents focus more and more on kid's development in artistic area. Both above two factors stimulates non-governmental educational entrepreneur to appear. However, with China's one family one kid policy, we are having less students compared with past. The market was confined to an over supplied situation and made competition become more and more fierce. Non-government schools as an important part of China's educational system, play a key effect in educational system. From current situation, non-government educational market is now in the stage of fine differentiation, chain and brand management development, there will definitely be a re-shuffle of the players. Non-governmental Educational Company should adopt practical ways to improve core competence. Basis its own advantage to create fundamental condition for consistent development. Above all, we should use strategy as the base, studying our educational strategy will help to boost target realization. Here we use strategy theory and related model as base, combining China education training market development status, analyzing educational organization environment to make consistent further development strategy decision, and direct its carrying-out.Xiangan Artistic school, officially funded in 1999 mainly focus on artistic training programs. In more than 10 years development, the school enlarges its capacity and now become one of the leasers in the area. In recent years, the number of such training schools rise up rapidly. But affected by one family one kid policy, number of students keeps dropping. Educational organizations including artistic schools, all facing recruiting problem and sever competition. It will confine development capacity of the school. So Xiangan artistic school should set up complete strategy and solve related problems.This article studies five aspects in total. The first part is general introduction. It studies the back ground, value and meaning of the subject. Through thoroughly study of international and domestic company strategy management model we will form initial strategy recognition. Follows by choosing reasonable analyzing model and method, it is to arrange the research ideas. The second part talks mainly about the environment of our educational training organization, including its internal and external environment. Studying the external environment analyzing is the important method to carry our strategy plan. Through analyzing external environment changes that lead to organizations facing opportunity and threat, it brings strategy decision restrictions and confine. While internal condition analyzing will help to recognize the advantages and short comings and it will be the basis to make development strategy. To make it simple, we look for opportunity and threat via external study and through internal study, we seek the advantages and disadvantages. The two together provides valuable information to generate strategy. The third part, it is to make judgement to Xiangan's internal and external environment. Among which, during external environment analysis, PEST macro environmental analysis tool and Michael Porter Five Forces Model are applied to analyze Xiangan Artistic school completely. Followed by reviewing from political, economic, cultural and technical angles, to form competition analysis basis its industry status. Meanwhile by applying Michael Porter Five Forces Model to study threat from new competitor, including threat from replacement. For internal analysis, the core is to study the effectiveness and management. The forth part emphasis on Xianan's comprehensive environment discussion, using SWOT to detailed viewing its opportunities, threats, strength and weakness factors during it development. Lastly, the fifth part brings solutions aiming at problems previously discussed. For Xiangan Artistic School, firstly should clarify its mission and set up strategic target, enhance its teacher team and prepare for differentiation study.The target of this article is aiming at comprehensively analysis xiangan's both internal and external environment, combining its actual development status, making differentiated strategy. All in all to bring up its synthetical competence in the industry and strengthen its fundamental basis for consistent development.
