As an important part of cultural industry, the film industry reflects the level and influence the direction of cultural industry. The competitiveness of Chinese film industry has a big gap between domestic and foreign market, which limits both the development of Chinese cultural industry and its global competition. Therefore, how to achieve sustainable development and dominant in international competition for Chinese film industry, has become a major proposition of cultural industry development in China.By comparing Chinese film industry with US, it is found that the domestic and overseas market development of Chinese film is not balanced despite its rapid development. Chinese film industry is less competitive than US. This research analysis the development strategy of the American film industry in various fields-industrial chain, composition, exportation and so on. Michael Porter indicated that there are six facts-Factor conditions, Demand conditions, Related and supporting industries, Firm strategy, structure and rivalry, Government and Chance, which build the competitiveness power. And the study uses data, charts, policy to analyze the change of those factors and their trend. It turns out that China has a promising market for film but the human resources and post-production development is inferior. This paper chooses nine variables to run an empirical analysis. We can safely came to a conclusion that the interaction of the factors within the diamond system jointly affect the competitiveness of the film industry. Finally, we make recommendations to enhance the competitiveness of the Chinese film industry in six aspects:labor training, composition, financing, industrial chain, industrial environment and market competition.
