Study On The Problems And Countermeasures Of The Management Of Foreign Cultural Exchange In Shandong

Cultural exchange has always existed,and with the development of society has become increasingly active.In recent years,the overall national competition between countries has become increasingly fierce,especially since the financial crisis in 2008 since the slowdown in economic growth,trade protectionism and nationalism rise,individual regional civilized conflict intensified,globalization has been an unprecedented challenge and added a lot of variables for the competition and cooperation between countries.China is the beneficiary of globalization and the defender of globalization.In the context of the gradual improvement of China's international status,international rules need to be more just and human cultural diversity needs to be maintained.Vigorously promote the Chinese culture to go out,is conducive to enhancing the attractiveness of Chinese culture and China's international voice.This paper begins with the concept of culture,expounds the concept,type and characteristics of foreign cultural exchange,and puts forward the development of foreign cultural exchange which helps foreign governments and people to understand the rise of China more comprehensively,and analyzes the economy and social development since reform and opening up laid the material,resources,personnel base for the development of foreign cultural exchanges,to further sort out the current management system of China's foreign cultural exchanges and the country's full coverage of foreign exchange work,the implementation of major exchange projects to build Chinese cultural exchange brand since reform and opening up.On the basis of introducing the situation of Shandong culture,this paper summarizes the practice and achievements of Shandong in recent years,focusing on the overall situation of foreign work,digging up Qilu cultural resources to build exchange brand,introducing high level exchange project and developing foreign cultural trade.At present,there are some problems in the exchange of foreign cultures in Shandong Province,such as the total amount of communication,the unbalanced development,the lack of communication depth,the effect is not significant,and the reasons for the above-mentioned problems from the aspects of institutional mechanisms:the lack of theoretical research and attention,the lack of financial support and organizational institutions,human resources and other supporting policies,the role of civil and business and other non-official is not fully played,work together and the sharing mechanism of resources has not yet fully formed.On the basis of comprehensively comparing the successful cases of foreign cultural exchange between the three countries of the United States,South Korea and Australia,we will make further suggestions on further foreign cultural exchange in Shandong:firm cultural self-confidence,establish a culture of innovation.Enhance the quality of foreign cultural exchanges,including the creation of Shandong brand,cultivate multiple subjects,broaden the channels of communication,as well as enhance the ability to support services.The innovation of this research:First,focus on a province of foreign cultural exchanges,to avoid lack of relevance,the proposed countermeasures are more targeted and operable;Second,advocate adhere to the government-led foreign cultural exchanges,at the same time,pay attention to the role of social groups,enterprises,individuals and other diverse,to build a large cultural exchange pattern.
