As a multinational country since ancient times, the complicated issue of ethnic minority has always been the top concern of our country. China Hui people,the result of localization of foreign people, possess both the international religion and the local life sense during the historical changes.They communicate the religious doctrine to sustain their sense of belonging and souse of identity in the modern society by the material ritual symbol and action ritual symbol handling by belief in holy festival rituals. The uniqueness of their communication provides reference for the understanding of national communication, solution to national contradiction and construction of "One Belt, One road"The paper is conducted under literature review, questionnaire survey, individual interview and fields work etc. it firstly elaborates the theory applied in the paper to explore the relation between "a ritual view of communication "and " "a transmission view of communication" which were put forward by American cultural research scholar James W. Carey. Also, it identifies the concepts of "a ritual view of communication" and "ritual communication" as well as "media events" and "a ritual view of communication". Secondly, it presents the two communication formats------material ritual symbol and action ritual symbol of Hui people during its national religious communication by description of the origin of Hui people in China and of communication of its religious doctrine. Thirdly, it summarizes the features during its festival communication by participating in the Eid-ul-Fitr of Linxia Hui autonomous prefecture of Gansu province. Lastly, it explores the reference significance on the issue of development of country and ethnics by examining the features through questionnaire survey and individual interview.
