Functionalist approach is oriented towards the purpose and culture of the target text, it emphasizes the purpose of overall translation action is regarded as the yardstick of the translation evolution, the translator has right to choose the most appropriate translation strategies to achieve the desired functionality of target text. The target reader's acceptance is a decisive factor for measuring the quality of translation. Guided by the skopostheorie, this paper is in an attempt to undertake the systematical analysis of C-E translation strategies on eight kinds of political terms from the Chinese Government Work Report in the years of 2012-2014, which is to make an assessment to the quality of translated political terms for subsequently similar studies as references.The thesis begins with sketching out the general themes of this study, including background, significance, data collection, research methods and structure of the whole article. The definition of terms, Chinese Government Work Report and political terms are firstly introduced as well as the literature reviews of political terms in China. Furthermore, the detailed description of skopostheorie is completely introduced, for example, the development of skopostheorie, main content of this theory, translation standards, principles, the contributions as well as criticisms of this theory.The main section of the thesis is to study difficulties of translation, translation principles and strategies of political terms on government work report in 2012-2014 based on Vermeer's skopostheorie. Political terms collected from GWR will be analyzed which includes researching characteristics, functions and classification of terms. Additionally four typical problems in translation process will be listed in the following chapter, such as the lexical redundancy, lexical collocation, mechanical counterpart, deficiency in political consciousness. To help achieve communicative purpose of C-E translation, three translation principles of political terms will be summarized and put forward according to the analysis, namely the principles of preciseness, conciseness, and naturalness. After analyzing and listing the examples of eight kinds of political terms, by applying the skopostheorie to the English translation of those political terms, the translation strategies will be elaborated to settle the difficulties. There are six kinds of translation strategies including the literal translation, literal translation plus annotation, liberal translation, transliteration, paraphrase, omission drawn from the thesis. Literal translation and liberal translation are used in the majority of political terms. Transliteration as well as literal translation plus annotation is used in several political terms with distinctive culture. During the process of translation, the translator must allow for the context of what kind of translation strategies can be adopted oriented towards the target language so that paraphrase and omission can be flexibly uesd.The last chapter is conclusion. Conclusion of the whole thesis on previous description and discusses are made. Current research of this thesis reveal the significance to some extent and limitations on this study are also presented. Some ideas and suggestions will put forward for further research related to current studies.
