After the World War II,in order to achieve the global strategy,the United States has established many military bases around the world.Among all the bases,Okinawa is one of the most important military bases in the East Asia.During the wartime,the United States occupied Okinawa successfully through the "Battle of Okinawa".Further more,in 1951,the United States made its own ruling power in Okinawa legalization by signing the "Treaty of Peace with Japan",However,with the growing of the Okinawan people' awakened awareness,the conflicts between the American military and the local people increased gradually since the American military began to rule the Okinawa.The moment the United States began to rule the Okinawa,the "Okinawa problem" came about.And due to the conflicts,the "Okinawa problem" expanded and became more and more obvious.For the sake of controlling of the Okinawa military base,the United States adopted different policies in the different times,and the United States tried to satisfy Okinawan economic interests to release the reversion pressure.Ultimately,with the changes of the international situations and the changes in Okinawa,the United States was forced to give up direct domination of Okinawa,and trend to maximize the free use of the Okinawa base.The thesis consists of four chapters:The first chapter discussed the origin of the "Okinawa problem",focusing on the strategic value of Okinawa,the relationship between the Okinawa and Japan,the American occupation of Okinawa,and the Okinawa's legal status in the "Treaty of Peace with Japan".The second chapter was talking about the characteristics of the "Okinawa problem" and the American policies on Okinawa during the typical military ruling time.In this period,the Okinawan began to ask for reversion,which was suppressed by America.Mean while,the land acquisition by the American military enraged the local people,which caused an "island wide struggle".The third chapter analyzed the limited democratic policies that adopted by the U.S..In order to achieve stable rule of Okinawa,the U.S.not only suppressed the local reversion movement,but also took some democratic measures,such as a satisfactory land rent,economic assistance.In the fourth chapter,although the U.S.had adjusted its ruling policy,it was still unable to control the reversion movement.Then the U.S.put its attention onthe free use of the Okinawa base.Subsequently,the conflicts between the US military and the local people on judicial aspects became more and more apparent.In short,through the above argument,this article aims to show that: during the period of United States ruling the Okinawa,there were lots of conflicts on the polity,economy,judicature and so on;the United States had been adjusted its policies constantly for a long-term and a stable ruling of Okinawa.Though the United States eventually lost control of Okinawa,it still retains the greatest degree of freedom of use this base.However,as long as the US military continues to stay in Okinawa,the "Okinawa problem" will never disappear.
