Cultural consumption is becoming increasingly important in the daily life of rural residents in China, but the consumption has some problems like irrational consumption structure, low consumption level, and backward consumption concepts. This paper discusses how to improve the cultural consumption and overall cultural quality in rural areas,so that rural and urban areas simultaneously enter a moderately prosperous society.Based on the survey of 326 residents in the city of Xianyang in Shaanxi province, this paper establishes an extended linear expenditure system(ELES)model and introduces a consumption function based on individual consumer factors. From perspectives of the basic cultural consumption demand, marginal consumption tendency, income elasticity, and consumption elasticity, this paper provides empirical analysis of the cultural consumption structure in rural area of Shannxi Province by taking into consideration factors such as age,sex and marital status, health status and education level of rural residents. The result shows that cultural spending and income are in an inverted-U relationship. The cultural consumption of rural residents remains in the primary stage, and the improvement of survival skills and spiritual and cultural literacy to be brought by cultural consumption is yet to be fully realized. The cultural consumption in rural areas is of multiple levels and types, but the consumption is not balanced and the traditional cultural consumption and new cultural consumption are out of proportion.Income and price are main external factors that affect the demand for cultural consumption.Age is the most significant factor that affects cultural consumption structure, and the education level is yet to display its effect on cultural consumption. The effect of gender, marriage status, and health status on the cultural consumption structure is not so significant. In the end, this paper provides suggestions on resolving the cultural consumption problems in rural areas from perspectives of governments and the residents.
