The police are the practitioners of public power exercising in accordance with the law.They have the right to use compulsory law enforcement or violence and to fulfill their duties of preventing and combating crime,safeguarding the safety of citizens' lives and property,maintaining public order and protecting their national interests.Because he or she has the same personality as ordinary people,the pursuit of a certain interest and enjoy the corresponding rights,therefore,in the law enforcement process,he or she must deal with the contradiction between public power and private rights,the contradiction between the law enforcement power of the police and its moral autonomy and the contradiction between good law enforcement purpose and good law enforcement means.If these contradictions are not ethically resolved,then their law enforcement is likely to be excessive.Whether the over-law enforcement is based on public purpose or private purpose,the main moral reasons are imperfect police system,poor moral quality of police and non-moralization of law enforcement.As a result of the police's excessive law enforcement is trampling on morality and against the law,it must lead to the grave consequences of harming civil rights,creating contradictions between the police and the public,and reducing the credibility of the government.In order not to cause such consequences,to prevent the police may conduct excessive law enforcement behavior,to maintain a good image of the police to achieve the ethical value of police law enforcement,in addition to other measures,but also should take appropriate ethical countermeasures.On the one hand,the police should establish the concept of human rights,the conceptof service,the concept of justice,the concept of civilization and other law enforcement ideas;on the other hand,through the improvement of police law enforcement regulations,reinforcement of the police moral education,enforcement of moral evaluation mechanism in police law,enrichment of the police law enforcement supervision system and other means to realize the moral control of police's law enforcement.
