The Study On Water Conservancy Disputes In Modern Southern Hebei Province

Since modern times,Water disputes occurred between several counties around distribution and management of water resources in the south of Hebei province especially in Fuyang River and Daluze basin.These disputes may seem similar,but reflects the profound social problems.The water conservancy disputes in Southern Hebei Province as the research object in this article.This article observed irrigation and water conservancy situation in Southern Hebei Province including the county construction and management of ditches and sluice gates.We can see the Traditional society's self regulate ability in management of water conservancy project and establishment of Water distribution system.The cause of Water disputes are divided into natural and social aspects.The lack of water resources in Southern Hebei Province make the fight for water inevitably,However,without a effective solution mechanism is the immediate cause to this issue.There are many types of water disputes between counties or villages.Some of them have impacts on relationship between counties,some of them occurred in one ditches,the other disputes relate to merchant shipping.The main methods of solving water disputes are mediation or litigation by the government.County governor has many functions such as mediator of water disputes and rule maker of water distribution.Grass roots government,rural elites and rural people are the important group in water conservancy issue,there are close relationship between them.In this article,water as a clue to observe local culture and other factors,the reasons behind water disputes,the types of water disputes be explored.This article also observed what is solution mechanism of dispute in end of traditional society and the important group in water disputes.This article try to understand deeply the social change in southern Hebei province.
