The source text of this translation project is an excerpt from the Guidelines for Transitional Education Plan Preparation, which was jointly written by relevant experts in UNESCO and was published on the official UNESCO website in June 2016.The selected text is the most important parts in this document, covering two topics: the first part is the connotation, characteristics and advantages of the Transitional Education Plan,(or TEP for short),and the second part illustrates preparation made for the plan. The preparatory work consists of six stages, namely, education sector analysis, policy focus and strategy, project design, cost and financing, implementation and arrangement, monitoring and evaluation. This content for China to develop their own transitional education program has a greater reference. Therefore,it is essential to translate the source text from English into Chinese. The holistic translation utilizes the Ecological Translation Theory as its theoretical base. This theory requires that the translator should give full play to his/her subjectivity and predominant role in making choices and multidimensional conversion in the context of the ecological environment so that the target language can “survive”.In addition, because the selected text is authoritative information written by the experts, compared with other texts, more attention needs to be paid to the readers' response. It largely depends on the readers' response whether the translation can survive or not in the ecological environment. In the spirit of "survival of the fittest",the translator should,to a large extent, takes the readers' response into serious concern in his/her practice of multidimensional conversion for the ultimate goal ofachieving readers' positive response. This translation project, therefore, turns out to be a proper manifestation of the crucial role the Ecological Translation Theory plays in the enhancement of translation quality. This chapter is divided into four chapters: The first chapter introduces the background of this translation project, the anticipated objectives, the significance and the structure. The second chapter conducts a detailed analysis of the original and briefly illustrates the Ecological Translation Theory. This paper describes the problems encountered in the process of translation and the translator solutions under the care of ecological translation theory, and clarifies with precise examples.Chapter 4 summarizes the experience learned in translation and problems of translation which are left over yet still need to be further addressed.
