Study On The Administration Of Jilin General Ming'an In Qing Dynasty

Jilin General had been the supreme military leader in Jilin district.During Qing Dynasty,military defense system had been established including Jilin General in Northest of China,for guarding the cradle of the Dynasty.However,little states and counties had been set up to rule the local common people.With the invasion of Russian and the entering of the people from inland and korean penisula,the disadvantages of defence and administration system in Jilin district had become obvious.In 1876,Qing government appointed Mingan as acting Jilin general.During his incumbency,Mingan put forward to pioneering measures such as reforming civil service system,cultivating and levying virgin land,founding military industray,and put them into practice.The measures of his administration had deep influnce on Jilin district and even the entire Northest of China.So a special research about administration of Mingan was essential.This thesis is based on pre-existing research findings and attempts to study the background,specific measures,influnce of Mingan's measures and the change of relation between China and Asian.
