Since the beginning of the 21st century, higher vocational education in China has been in a continuous and fast growing trend, and its enrollment scale has been expanding with diversification in the source of students gradually, which results in big differences in the quality of students. Their ability, interest and the way they have or use in learning English differs greatly,which brings much difficulty in public English teaching.Traditional class teaching mode can no longer meet the demands nowadays. In addition,most of the higher vocational colleges have already carried out curriculum reform on public courses. On one hand, the teaching hours of those courses is on the fall dramatically, and on the other hand, the students need to enhance their English competence so that they can adapt to internationalization and globalization and ensure sustainable development of themselves. As a result, layered teaching mode can teach students in accordance of their aptitude to the maximum, and respect student's learning rule, which ensure the teaching effect.This paper is based on the public English teaching reform in Wuxi Institute of Technology, and tracks its whole procedure. By introducing and analyzing the previous two-round reform, this paper also puts forward the effectiveness and problems during the process, and its adjustments made later to exert the best effect in teaching reform.Layered teaching reform has improved public English teaching greatly and achieved favorable results in Wuxi Institute of Technology. Through continuous teaching practice,people-oriented layered teaching mode has been build, which relieves the students'psychological stress emotionally and humanly; a practical-oriented teaching general framework has constructed,and proper objectives have been set according to different layers with diversification in teaching contents and individuation in learning purposes;the teaching evaluation method has been improved and a new diversified evaluation system has been formed to provide scientific and standard specifications.By comparison, the author concludes that it is feasible and workable to adopt layered-teaching mode in public English teaching in higher vocational colleges, and it is positive and effective as a whole. With the reform going further and the change in environment, more scientific and developmental measures are still needed to perfect layered-teaching.
