Research On Financial Guarantee Performance Of China's Interregional Basic Public Cultural Services

Currently the Chinese government has increased financial input on basic public cultural services.However,there are still many issues on present public cultural service system constructions due to the initial stage of the cultural system reform.Investigation on financial guarantee performance of China's basic public cultural service is thus of important theoretical and practical significance to realization of public cultural service system "full coverage" and "equalization" targets up to 2020 and promotion of public cultural service system construction as well as improvement of the governmental financial guarantee efficiency to public cultural services.This paper first evaluates and analyzes the financial input and output of the 30 Chinese provincial governments on basic public cultural services during 2003 and 2012 after construction of corresponding financial indicators and use of the 'Vertical and Horizontal 'scatter degree analysis method.It's found that there are significant differences in inter-provincial financial guarantee performances that grow rather slowly.The central areas have worse financial guarantee performances than most east and west areas and the west obviously have worse financial guarantee performances than the east.Then by introducing the Theil index,it's found that financial guarantee performances of basic public cultural services become fairer between various provinces.The unfair guarantee performances are mainly due to the discrepancy of economic development levels and population as well as defect of financial system of basic public cultural services.Finally the financial guarantee efficiency among various areas are obtained after setting of subsequent input and output indexes using the data envelopment analysis(DEA)method.The relationship between the efficiency investigation results and influential factors is further studied using the Tobit limited dependent variable models.The results show that:the entire financial guarantee efficiency is not high enough;the illiteracy rates,GDP per person and fiscal decentralization have positive impacts on financial guarantee efficiency;the population density and cultural policies have negative impacts;the regional difference is obvious;the central and west regions have worse performances than the east and the east-middle regions.From a provincial perspective,the discrepancy is rather notable,especially the western areas that have significant difference.Based on the obtained research conclusions,policy suggestions are provided.The basic public culture services should be promoted further;the talent and information construction shall be strengthened.The central government should pay more attention to financial input and regulate the financial expenditure structure.The various sub-governments need to improve the public financial system to ensure the supply of public culture services to narrow the gap of inter-regional public cultural service financial guarantee.By employing different regional strategies of public cultural services according to distinct areas,the inter-regional differences are supposed to be reduced.Through these policies financial guarantee level of basic public cultural services can be improved.
