After the victory of the Anti-Japanese War, all need to build, education as well. The Ministry of Education of the National Government hopes to use the demobilization machine to reallocate the country's educational resources. In view of the demobilization of higher education, the decision to take into account the establishment of the national education focus and the balanced development of geography, in order to achieve the rational allocation of resources. The reform of the higher resources of the Ministry of Education has a certain degree of rationality and goodwill, but it has encountered some impact in the implementation. The National Hubei Normal College is an example.This article mainly discusses the three migration movements of the National Hubei Normal College. The Ministry of Education arranged the college move to the Jiangling county of the Hubei province, but the college think Jiangling county more remote than to go and launched the first migration movement. On the one hand, the college repeatedly persuaded the Ministry of Education, on the other hand hoped that the provincial authorities and the relevant persons to mediate. However, the provincial authorities thought that the national school should be arranged by the Ministry of Education and did not give strong support, at the same time, Jiangling local place accepted the idea.Reluctantly, the college moved to Jiangling. After moving to Jiangling, the school buildings and teachers is extremely lacking, coupled with banditry and price problems,the school's teaching order and the life of teachers and students were difficult to maintain,then launched the second migration movement. The student council leaded a lots of students to strike and organized the delegation groups. The petitioners actively mobilized the media while making petitions in Wuhan. The Ministry of Education sent inspectors Wu Zhaotang to WuHan to solve the problem. Because of the encourage and guarantee of the provincial authorities and the Ministry of Education, the students returned to Shashi temporarily. Unfortunately, the civil war soon spread to the Shashi, the college trapped in the pause and the third migration movement outbreak. After temporary schoolhouse contact storm, the school appeared Eighty-Four events due to the president Wang Zhifu opend a blank check. The Ministry of Education decided to dissolve the college, but the students combined with the provincial authorities against dissolution. In the support of public opinion and provincial venerated old people, the college preserved and eventually settled in Hankou The demobilization storm of the National Hubei Normal College lasted four years ended.The previous research on the university demobilization, more founded in simple records in colleges history. This article is based on a case with rich historical materials. In a vivid and meticulous description, the demobilization storm of the National Hubei Normal College reflects the difficulties and tensions faced by the demobilization of higher education as a government act in practice. Moreover,as a student movement happened in the field of education after the Anti-Japanese War, its emergence and expansion also reflects the government's own institutional limitations and coping mistakes.
