Research On College Students' Participation In Cultural Poverty Alleviation From The Perspective Of Targeted Poverty Alleviation

The grassroots level is the basis for well doing current poverty alleviation and development work and completing the goal of building a well-off society in an all-round way.College students play their full role as the backbone of China ' s socialist construction through volunteer practice culture activities and grassroots work.They,the main force of poverty alleviation,use their own professional knowledge and skills to serve in the grassroots departments,rural primary schools in order to improve the education level of rural areas,optimize the construction of grassroots teams and develop rural science and technology.This paper studies the relevant data of college student's participation in cultural poverty alleviation and finds out that there are several problems when college students are involved in the process of poverty alleviation,such as lack of rigorous participation mechanism,lack of participation development,vague participation concept and lack of long-term participation mechanism.In order to solve the problems,the author puts forward some suggestions on how to improve college student ' s participation in cultural poverty alleviation from the aspects of precise identification,precise help and precise management difficult groups to solve problems to avoid that help falls into the cursory pattern that form is more than the content so as to effectively solve the problems for the difficult groups.The first part of the paper is the overview.Through the collection of the current scholars' researches on the cultural poverty alleviation and targeted poverty alleviation,the rich research results are summarized.At the same time,it finds the omissions of the current academic researches as the writing foothold.Most themes of poverty alleviation are associated with the government and few researchers carry an overall study on the large student resources as a strong help of cultural poverty alleviation,ignoring the role of college students in cultural poverty alleviation.This paper takes the participation of college students as the main body of cultural poverty alleviation to study,which is a useful supplement to the theory and practical value of poverty alleviation,promoting theresearch and development of poverty alleviation work in China.The second part of the paper discusses the relationship between cultural poverty alleviation and targeted poverty alleviation.It clarifies the connotation and development background of targeted poverty alleviation,refines precise identification,precise help and precise management,establishes the work idea that targeted reflection should be refine,systematic,scientific and operational,which becomes the foothold to improve the participation of college students in the cultural poverty alleviation.Through the elaboration of the theory of poverty culture,it is necessary to clarify the necessity and importance of helping to achieve the goal of poverty alleviation by improving the level of education,changing the backward ideas and building grassroots organizations in poverty-stricken areas.It proposes that college students with culture,ideals and morality are outstanding resources to support education,agriculture and medical care,to optimize grassroots organization construction and science and technology services at the grassroots level.Besides,it hold that college students play a positive role in improving the overall level of science and technology,ideological level,democracy and the rule of law in poverty-stricken areas,emphasizing the importance of college students to participate in cultural poverty alleviation work.The third part introduces the main ways and contents of college student ' s participation in cultural poverty alleviation in China,and summarizes the contribution and development trend of college students' participation in cultural poverty alleviation for many years.College students in China mainly participate in cultural poverty alleviation through the volunteer practice culture activities and grassroots work.The participation scale of college students becomes larger and the scope of services spread wider,the quality of college students is higher,and achievement is more fruitful.The fourth part is to put forward several problems when college students are involved in the process of cultural poverty alleviation,such as unsound cultural poverty alleviation mechanism,lack of participation development,lack of long-term participation mechanism,and vague participation concept.By analyzing the relevant employment and management documents of college students' services at the grassroots level,such as Opinions on Further Guiding and Encouraging the Work of College Graduates to Work in the Grassroots and Management Measures for the Volunteer Service of the Western Program,it can be found that the selection and training mechanism is imperfect,and responsibilities and duties of college students involved ingrass-roots poverty alleviation are unknown.Combined with the surrounding college students to carry out volunteer practice culture activities and their own practical experience,it sums up the problems,such as heavy thinking,lack of sustainable development and other issues when students are involved in cultural poverty alleviation activities.In the fifth part,for the problems mentioned above,the paper puts forward the corresponding suggestions on college students,cultural poverty alleviation activities and job organizers from the aspects of precise identification,precise help and precise management under the guidance of ideas of targeted poverty alleviation.In addition,it emphasizes the qualification identification of college students participating in cultural poverty alleviation.On the basis of in the correct identification of the needs of the object,targeted activities should be carried out help activities so as to standardize selection,training,management,assessment and publicity work when students participate in cultural poverty alleviation.
