On the eve of the July 7th Incident,Japan made the public and large-scale activities of the smuggling by the land and sea in North China.Tianjin became the transfer station and distribution centre of the smuggling goods as an important commercial port in the North China.At the same time,Tianjin turned into an important node in the smuggling networks in North China.There were many Chinese businessmen of the distribution of smuggling goods,when a lot of Japanese businessmen were engaged in smuggling activities in Tian Jin.The numbers of smuggling goods was huge and multitudinous,which harmed the development of the national industry and commerce in Tianjin and reduced the tariffs of China.The Chamber of Commerce of Tianjin which represented interests of the businessmen including Chinese smugglers,originated the trade association and the firms not taking part in the guild.Therefore,The Chamber of Commerce of Tianjin must protect the interests of businessmen when the government was suppressing smuggling.The action that the chamber of Commerce of Tianjin is in response to the government’s anti-smuggling is divided into three stages: The first stage,The Chamber of Commerce of Tianjin issued a statement of refused contraband and asked the government against smuggling;The second stage,it is the battle about the linen sales between the chamber of commerce and the customs;The third stage,the chamber of commerce of Tianjin checked in the contraband and pays for the tariffs.But these measures had not too much actual effect.The chamber of commerce has to protect the interests of the members and support the government to suppress smuggling,which makes it fighting and helpless.
