Research On Smuggling And Anti-smuggling In Hainan Island From 1950s To 1980s

Because of its special geographical conditions,Hainan island has been engaged in overseas trade activities since ancient times,as well as maritime smuggling activities.Smuggling activities always existed from the Qing dynasty to the Republic of China.After the liberation and the early stage of reform and opening up,the breadth and depth of foreign trade in Hainan island has been greatly improved.The special geographical conditions and the price difference between the regional commodities make smuggling a prominent problem in Hainan society.From the 1950 s to the 1980 s,smuggling activities appeared several waves due to the domestic and international political and economic environment,the implementation of national trade policies and regulatory loopholes in Hainan island.In order to stop the increasingly rampant smuggling momentum and safeguard the national interests,economic and cultural security and normal trade order,the Hainan local government and Haikou customs took various measures to strengthen and improve the anti-smuggling system,and achieved certain results at that time.There are five parts in this paper,from the overseas trade of Hainan island in the Qing dynasty to the smuggling of Hainan island in the 1980 s.Divided by time,the introduction part sorts out the academic research results of smuggling and anti-smuggling from modern times to the founding of the People's Republic of China.The first chapter introduces the overseas trade and smuggling activities of Hainan island from the Qing dynasty to the Republic of China.The second chapter discusses the smuggling situation of Hainan island and the anti-smuggling activities of the customs in the 1950 s and 1960 s.The third chapter discusses the change of the smuggling situation,the social harm of smuggling and the anti-smuggling activities of the customs in Hainan island in the 1970 s and 1980 s.The fourth chapter analyzes the reason of smuggling in Hainan island from the aspects of national trade policy,productivity development and social situation.The concluding part summarizes the situation of smuggling and anti-smuggling in the past 40 years after the liberation of Hainan island,and reveals the common law of smuggling.It shows that both smuggling and anti-smuggling activities are closely related to the changes of the social political and economic situation.Smuggling in Hainan island and the implementation of Customs anti-smugglingmeasures have become another perspective to observe the social,political and economic development of Hainan island in the 1950 s and 1960 s.
