Research On The Problem Of Govenence Of Illegal Constraction Of Enlarging Or Modification In Shenzen

From the day on which Shenzhen Special Economic Zone established30years ago, Shenzhen, of which the comprehensive economic strength ranks the forefront of the cities now, has rapidly developed into a modern metropolis from a small border town, creating a world of industrialization, modernization and urbanization in the history of a miracle. Booming with a lot of illegal construction, this city pay in the process of rapid urbanization. In order to deepen the reform of Shenzhen, the indispensable way to remediate illegal construction, especially to curb new illegal construction, decides the fate of Shenzhen, and the constructions of enlarging and modification accounting for a large share of the new illegal construction. It is of great significance dealing with the illegal behavior for not only renovation and expansion of urban construction in Shenzhen's orderly management, but also enhancing the image of the city of Shenzhen and building an international city. It is urgent taking on the research for the problem of illegal construction to reduce the enormous negative impact, to solve people's aspirations, and to strengthen dealing with illegal construction.In this paper, the writer insists on combine combining theoretical exploration and empirical research, starting the point from the main issue of the difficulty of "finding, entering into, stopping, removing" the illegal constructions of enlarging and modification. At the theoretical level, the writer analysis the existing laws and regulations, sort out the planning and construction codes, summary the relevant factors of the impact of government handling against execution. On a practical level, the writer focuses on the expansion of the illegal construction in Shenzhen, on introduction and analysis of the class status and historical causes of handling against illegal construction in Shenzhen, on the mechanisms and management measures of illegal construction, then analysis of typical cases of illegal construction. Learning from the advanced experience of management of illegal construction, the writer proposes to three aspects of countermeasures of strengthening the legal system, the building of government's capacity of implementation and the construction of social management. Effectively curbing new extension of such illegal building, the grooming policies put forward in detail with reference to Singapore, Taiwan and other regions alleviate the pressure of illegally, and is of great practical significance.
