Government function shift from the Almighty to service is the first proposed CPC Central Committee members in the Third Plenary Session of the sixteen. 17 th and 18 th National Congress of the CPC are respectively provided important deployment of the construction of the "oriented service government has become the target of reform of the administrative system in China. The construction of service oriented government puts forward the request of upgrading our basic level civil servants. The executive and social affairs of the government business executive, the administrative ability and quality of civil servants in this transformation plays a vital role. Today, due to the imperfect grassroots civil servants incentive mechanism, there is a profound gap between our civil service quality and the actual need to build a service-oriented government. Therefore, it is important to improve the grass-roots civil servants incentives. From the status quo of grass-roots civil servants incentive mechanism, the author uses the incentive mechanism theory, analyzes the reasons of the problem, and puts forward the incentive mechanism of grass-roots civil servants to meet the requirements of service-oriented government..This paper is composed of six parts.. The first part mainly introduces the background and significance of the research, the main content and the domestic and foreign research review and research methods. Finally, the potential innovation and deficit of this paper are mentioned. In the second part, the author defines the relevant concepts and provides the theory of the incentive mechanism.. The third part chooses a country as the object of study, analyzes the current incentive mechanism: wage system, evaluation system, promotion system and training system through targeted survey. The fourth part analyzes the actual situation of the incentive mechanism, the existing problems and their reasons. The fifth part puts forward the theoretical framework and the improvement of the incentive mechanism for grassroots civil servants through the conversion of incentive concepts, the incentive mechanism of the principle, the incentive system to improve. And the implementation of the incentive means that from the perspective of service-oriented government. In the conclusion, the main points of this paper are briefly reviewed, and the future research and practice of our country is prospected..
