With rapid economic development in China,most government departments still simply regard economic remuneration as the most important incentive for grassroots civil servants,hope to increase the subjective well-being of the grass roots employees.However,the effectiveness of money or economic rewards in performance incentive for grass roots civil servants is getting weaker and weaker,blindly adopting the incentive mode of economic reward is increasingly highlighting its one-sidedness.In recent years,many grassroots civil servants who have entered the civil servants team have given up the "iron rice bowls" after working for several years or even more than ten years.On the basis of the incentive theory,this paper uses the case analysis method to study the effect of non-economic compensation on job satisfaction and initiative of civil servants at the basic level.The author finds that different types of grass roots civil servants have.different needs for non-economic reward,therefore,the grass-roots administrative organs in China can achieve the goal of attracting and retaining outstanding grass roots civil servants by increasing the proportion of non-economic compensation in Incentive measures.In a targeted way to increase happiness of the grass roots civil servants,at the same time,it can effectively improve the performance of the grass-roots civil servants,so that the grass roots civil servants can not only work happily,but also create higher job performance,to boost the construction of harmonious organization and harmonious society.
