Research Of The Household Registration System Reform Under The Perspective Of Educational Fairness

Household registration system, or Hukou registration system is a set of political, economic, and legal system, which has functions of the personal identity certification and the configuration of resources and wealth. The strict dual urban-rural division of the household registration system in our country is the product of the planned economy era. And in the past more than half a century, the dual household registration system gradually established. However, as the economic progressed, the social functions attached to the dual household registration management system are overmuch, which artificially divide classes, porous binary household registration system is now widely recognized as the biggest obstacle to China’s urbanization process. Today, in the boom of floating population, old dual household registration management system also limits the free migration of population, and the children of floating population cannot enjoy equal education, plus the imbalance of urban and rural education resources, in the meantime the inequities in college entrance examination is widespread. Free migration right is one of the important personal freedom rights, a citizen’s fundamental human right in modern country under the rule of law, and also an important constitutional right under the condition of citizen’s democratic constitution. Citizens should not give up any other rights in order to achieve the freedom of migration, including the right to equally accept education. But in fact, the old binary household registration system has the serious influence to our country’s education fair.This paper first analyzes the theory basis of the household registration system in our country, and explains the concept of hukou benefits and classification, and then analyses the political, economic and social inequality between urban and rural area caused by the differences of hukou benefits; Secondly, from the perspective of the change of history, the author analyzes the consolidate period, the time of formation, the time of transition and change period of the household registration system, and introduces the characteristics of every period and interactive state; Thirdly, this paper analyses the imbalance of education resources allocation under the current household registration system, and removing barriers to migration caused by the unfair education. Finally, the author combs the reform of the household registration system in wuhan city, and discriminatory barriers to education, uneven distribution of social interests and the dislocation problems under the reform of household registration system in wuhan, offered to conditional access by reducing the household register barrier, established new residence registration system on the basis of residence, and to provide diversified education resources, so as to make every effort to reduce education unfair phenomena caused by the household registration system.
